Wilfried Krüger의 변화관리 빙산모델은 조직변화에 대한 핵심을 시각적으로 잘 나타내주고 있다. 장애물 다루기


빙산의 꼭대기

Krüger에 따르면 많은 변화관리 담당매니저들은 단지 빙산의 꼭대기 부분만을 고려한다고 한다 : 비용, 품질, 일정 (이슈관리).


빙산의 표면아래

그러나 수면아래에 변화와 실행관리라는 2가지 영역이 또 있다.

  • 인식과 신념의 관리,
  • 권력과 정치적 관리

어떤 종류의 장애물이 발생하는지, 어떤 종류의 실행관리가 필요한지는 다음에 달려 있다.

1. 변화의 종류

     - 표면의 부스러기에 불과한 하드한 것 (정보시스템, 프로세스 등).

     - 훨씬 더 심오한 소프트한 것 (가치, 마인드셋, 역량 등)

2. 적용되는 변화전략

     - Business Process Reengineering [BPR, 사업재구축]에서 것과 같이 혁명적이고, 극격한 변화

     - Kaizen[카이젠, 개선기법]에서 것과 같이 진화적이고 점진적인 변화


변화에 관련된 사람들

  • 반대자 (Opponents) 변화에 대해 일반적으로 부정적인 태도를 갖고, 특히 개인적인 변화에 대해 부정적인 행동을 하는 사람들. 가능한 한 그들의 마인드를 변화시키기 위해 인식과 신념의 관리를 통해 그들을 통제될 필요가 있다.
  • 촉진자 (Promoters) 반대로 긍정적인 태도를 지니고, 개인적으로 특정 변화에 대해 긍정적이다. 그들은 변화를 이용하며, 따라서 변화를 지지할 것이다.
  • 숨어있는 반대자(Hidden Opponents) 표면적으로는 변화에 대해 지지하는 것처럼 보이지만, 변화에 대해 부정적인 태도를 갖고 있다(기회주의자). 정보의 지원을 받는 인식과 신념관리로 그들의 태도를 변화시킬 필요가 있다.
  • 잠재적 촉진자 (Potential Promoters) 긍정적인 태도를 지니고 있지만, 특정 이유로 인해서 특정한 변화에 대해 확신을 갖고 있지 않다. 이러한 경우에는 권력과 정치적 관리가 적절한 것으로 보인다.

변화를 다루기

Krüger는 일반관리(general management )는 변화를 관리해야 하는 영구적인 과제와 도전을 갖고 있다고 말한다. 피상적인 이슈관리는 단지 표면아래로 수용되고 마는 수준의 결과만을 달성할 수 있을 뿐이다. 변화관리의 기초는 대인적이고 행동적인 영역과 규범적이고 문화적인 영역에 있으면, 권력과 정치적 관리와 인식과 신념의 관리에 종속된다.
