ماذا يكون الدليل المعرفي لإدارة المشروعات ؟ الوصف

إن الدليل المعرفي لإدارة المشروعات (الدليل المعرفي لإدارة المشروعات) معيار معترف به دوليا طبقا لكل من (معهد مهندسي الكهرباء والإلكترونيات, معهد المقاييس الامريكية) الذان يتعاملان مع تطبيق المعرفة، المهارات، الأدوات، والتقنيات لتلبية متطلبات المشروع. دليل الدليل المعرفي لإدارة المشروعات يعرف دورة حياة مشروع، 5 مجموعات عملية و9 مناطق معرفة لمهنة إدارة المشروع.

فريق المشروع يعمل في 9 مناطق معرفة من خلال عدد من العمليات الأساسية كما لخص أدناه:

1. التكامل. تطوير امتياز المشروع والبيان والمجال والخطة. . التوجيه، الإدارة، المراقبة والسيطرة على تغيرات المشروع
2. مجال العمل. التخطيط، التعريف، لهيكل العمل و الابداع والتحقق والسيطرة.
3. الوقت. التعريف والتسلسل ومصادر الموارد وتقدير فترات العمل ، تنمية جدولة المشروع والتحكم به.
4. تكلفة. تخطيط الموارد ، تقدير التكاليف ، المراقبة و اعداد الموازنة.
5. الجودة. تخطيط الجودة ، تاكيد الجودة و التحكم بالجودة.
6. الموارد البشرية. تخطيط الموارد البشرية ، التوظيف ، تطوّر وادرة فريق المشروع.
7. الاتصالات تخطيط الاتصالات ، تداول المعلومات ، تقارير الاداء ، ادارة اصحاب المصالح.
8. المخاطر. تحديد و تخطيط المخاطر ، تحليل المخاطر سواء كانت نوعيّة أو كمّيّة ، الاستجابة للمخاطر و مراقبة والتحكم بالمخاطر.
9. التوريدات. خطط الاستحواذ و التعاقد ، الاستجابة للمبيعات ، إدارة العقد .

لكل عملية، نشاط، أو ممارسة , هناك وصف للمدخلات والأدوات والتقنية والناتج (قابلية التسليم) تم تفصيلها.
 

أصل الدليل المعرفي لإدارة المشروعات . التاريخ

أسس معهد إدارة المشروع في 1969، أوليا لتحديد انشطة الإدارة المتعارف عليها و المشتركة في المشاريع عبر الصناعات المختلفة.

• نشر الاصدار الاول من الدليل المعرفي لإدارة المشروعات في 1987. كانت نتيجة ورش العمل التى بدأت في أوائل الثمانينات بمعهد إدارة المشروع. وبالتوازي تم تطور مجموعة من المبادئ الأخلاقية والدليل المرجعى لتفويض مراكز التدريب واصدار شهادات للأفراد.
• لاحقا , نشرت نسخة ثانية من الدليل المعرفي لإدارة المشروعات فى 1996 و2000 ، استنادا على تعليقات و ملاحظات الأعضاء. المشروعات عرف كمعيار بمعهد المعيار القومي الأمريكي فى معهد المقاييس الامريكية في 1998، ولاحقا من معهد مهندسي الكهرباء والإلكترونيات.
• النسخة الثالثة لدليل الدليل المعرفي لإدارة المشروعات نشرت في 2004، و ببعض التحسينات الرئيسية في تركيب الوثيقة، والإضافات للعمليات والشروط ومجالات البرنامج والمحفظة.

إستخدام الدليل المعرفي لإدارة المشروعات . التطبيقات

جميع أنواع المشروعات ، برامج ومحافظ الادارة . تتضمن مناطق التخطيط :

• برامج الادارة - العامة
• المشروعات الادارية - التوظيفية
• المشروعات الهندسية - الفنية
• العمليات الصناعية المحددة
• تطوير المنتج - التسويق
• مشروعات الحكومة - العامة
• برامج التنمية - التنظيمات الدوليّة

خطوات الدليل المعرفي لإدارة المشروعات . العملية

يتم انجاز المشروع من خلال تكامل عمليات ادارة المشروع. الدليل المعرفي لإدارة المشروعات يستعمل كنوع من دورة دمينغ  للتحسين المستمر مع 5 - خطوات بدورة الحياة:

1. المبادرة. العناصر الرئيسيّة:
   • قم بتوجيه بتفويض المشروع
   • قم بتوجيه المنشأة الى المشروع أو مرحلته
   • قم بتثبيت الاتّجاه الإجمالى
   • حدد الاهداف عالية المستوى من المشروع
   • عليك بتوفير التامين اللازم من التفويض و الموارد
   • يجب ان تتواءم اهداف المشروع مع نطاق عمل المنشأة
   • عين مدير المشروع
   • التكامل الادارى
2. التخطيط. العناصر الرئيسيّة:
   • حدد مجال المشروع
   • حسن او طور أهداف المشروع
   • عرف كل المستندات المطلوب اصدارها
   • خلق هيكل جدول للمشروع
   • وفر مساحة لمشاركة المعلومات من أعضاء الفريق واصحاب المصالح
   • حدد كلّ الأنشطة المطلوبة
   • قم بسلسلة كلّ الأنشطة
   • حدد المهارات والموارد المطلوبة
   • قدّر جهد العمل المطلوب
   • حلل المخاطر وتجنبه
   • حدد و قدّر كلّ التكاليف المطلوبة
   • حدد و قدّر التمويل اللازم للمشروع
   • خطة الاتصالات
3. التنفيذ. العناصر الرئيسيّة:
   • نسّق الموردات ، فريق التطوير
   • تاكيد الجودة
   • عليك باختيار مقاولى الباطن
   • وزّع المعلومات
   • نسق الخطة
4. الرقابة و التحكم. العناصر الرئيسيّة:
   • أدر الفريق ، اصحاب المصالح ، مقاولى الباطن
   • قياس تقدم العمل و رقابة الاداء - من حيث الاجمالى ، الجدول الزمنى ، التكاليف ، الجودة
   • أتخذ الإجراءات التصحيحية اينما تم الاحتياج له. إصدر قرار للتغيير ان تطلب ذلك
   • غيّر طلب الادارة
   • ادارة المخاطر - الفنية ، الجودة ، الاداء ، ادارة المشروع ، التنظيمية ، الخارجية
   • تقارير الاداء . الاتصالات
5. الانتهاء. العناصر الرئيسيّة:
   • الانتهاء من الأنشطة
   • الاغلاق الإداري تجميع، توزيع، حفظ المعلومات كأرشيف للانتهاء من المشروع، بما فيه الموافقة/ توقيع تسليم المشروع ، التقييم، تقييم الاعضاء، الدروس المستفادة
   • إنهاء العقد من حيث الانتهاء من المشروع التعاقدى ويتضمن ذلك حل البنود المعلقة والموافقة الرسمية النهائية

مدير المشروع مسئول عن أهداف المشروع لتسليم المنتج النهائي الذي تم تحديده، ضمن قيود مجال المشروع، المدة الزمنية ، التكلفة ومتطلبات الجودة.

• الدليل المعرفي لإدارة المشروعات عبارة عن هيكل ومعيار واقعي.
• فهو متوجه نحو العملية.
