PMBOK이란 무엇인가? 기술

PMBOK은 프로젝트의 요구사항을 충족시키기 위한 지식, 기술, 도구,기법의 응용을 다루는 국제적으로 인정받은 표준(IEEE, ANSI)이다. PMBOK Guide는 프로젝트 수명주기, 5가지 프로세스 그룹 그리고 9가지 프로젝트관리의 지식영역을 정의한다.

프로젝트팀은 9가지 영역내에서 아래에 요약된 여러 기본적인 프로세스를 통해 운영된다.

1. 통합. 프로젝트 헌장, 범위 진술서, 계획을 개발한다. 프로젝트 변화를 지시하고 관리하며 모니터하고 통제한다.

2. 범위. 기획, 정의, 작업분류체계(WBS) 작성, 비준 및 통제.

3. 시간. 정의, 연결, 자원 및 기간 추정, 일정개발 및 일정관리.

4. 비용. 자원 기획, 비용추정, 예산 및 통제.

5. 품질. 품질계획, 품질보장 및 품질통제.

6. 인적 자원. 인적자원 계획, 인력충원, 인력개발 및 프로젝트 팀 관리.

7. 통신. 커뮤니케이션 계획, 정보 제공, 성과보고, 이해관계자 관리.

8. 위험. 리스크 계획 및 확인, 리스크분석(양적,질적), 리스크 대응(활동) 계획 및 리스크 모니터링 및 통제.

9. 조달. 획득 및 계약 계획, 판매자 대응 및 선택, 계약관리 및 계약 종료.

각각의 프로세스별로 활동, 실무방법, 투입물의 묘사, 도구 및 기법과 산출물(인도물) 정의.
 

PMBOK의 유래. 역사

PMI는 원래 각 산업의 프로젝트에 일반적인 관리방법들을 확인하기 위해 1969년에 설립되었다.

• PMBOK의 초판은 1987년에 간행되었다. 초판은 80년대 초에 PMI에서 주도한 워크샵의 결과물이었다. 초판과 함께 윤리강령이 마련되었다. 그리고 교육훈련 점수획득과 개인의 자격취득에 관한 지침이 개발되었다.
• 그 뒤 회원들로부터 접수한 코멘트를 기초하여 PMBOK의 개정판이 발행되었다(1966년~2000년). 1998년에 PMBOK은 미국표준협회(ANSI), 전기전자기술자협회(IEEE)에 의해 표준으로 인정받았다.
• 3판은 2004년에 발행되었다. 전체적인 구성에 있어 주요한 개선이 있었고, 프로세스, 용어, 프로그램 및 포트폴리오의 영역이 추가되었다.

PMBOK의 활용. 응용

모든 종류의 프로젝트, 프로그램, 포트폴리오 관리. 다음과 같은 응용영역을 포함한다.

• 관리 프로그램(일반)
• 부서별 프로젝트(기능부문)
• 엔지니어링 프로젝트(기술부문)
• 특정산업의 프로세스.
• 제품개발(마케팅)
• 정부 프로그램(공공부문)
• 개발 프로그램(국제조직)

PMBOK의 단계. 프로세스

하나의 프로젝트는 프로젝트관리 프로세스의 통합을 통해 달성된다. PMBOK는 5를 가진 지속적인 개선을 위해 Deming Cycle [데밍 사이클]의 변이를 - 단계 생활사 사용한다:

1. 개시(Initiating). 주요 구성요소 :
   • 프로젝트 승인.
   • 프로젝트 또는 각 단계에 조직 배정.
   • 전반적인 방향 설정
   • 최고수준의 프로젝트 목표 정의
   • 필요한 승인 및 자원 확보
   • 전체 비즈니즈 목표와 일관성 유지.
   • 프로젝트 매니저 임명
   • 통합 관리
2. 계획(Planning). 주요 구성요소 :
   • 프로젝트 범위 정의
   • 프로젝트 목표 구체화
   • 필요한 모든 인도물 정의
   • 프로젝트 일정 프레임 준비.
   • 팀원 및 이해관계자의 정보공유를 위한 포럼 제공
   • 모든 필요한 활동 정의
   • 모든 활동의 연결
   • 필요한 기술 및 자원 확인
   • 작업 노력? 산출.
   • 리스크 분석 및 회피.
   • 모든 필요한 비용의 정의 및 추정
   • 프로젝트 자금 승인 획득
   • 통신 계획
3. 실행(Executing). 주요 구성요소 :
   • 자원 조정, 팀 개발
   • 품질 보증
   • 하도급업체 선정 및 협상
   • 정보 공유
   • 계획 실행
4. 모니터링과 통제(Monitoring and Controlling). 주요 구성요소 :
   • 팀, 이해관게자, 하도급업자 관리
   • 진척도 측정, 성과(전체, 범위, 일정, 비용, 품질) 모니터링
   • 필요할 경우 수정조치. 문제점 해결과 단계적 확대
   • 변화 요구 관리
   • 리스크 관리(기술적, 품질, 성과, 프로젝트 관리, 조직적, 외부)
   • 성과 보고. 통신
5. 종료(Closing). 주요 구성요소 :
   • 활동 마무리.
   • 관리 종료(프로젝트 종료, 수락/사인, 평가, 구성원 평가, 교훈점 등을 공식화하는 정보의 수집, 공유, 구축)
   • 계약 종료( 개방항목의 결정 및 최종 공식적 수용을 포함한 프로젝트 계약 완료)

프로젝트 관리자는 범위, 일정, 비용 및 요구된 품질의 제약조건 내에서 정의된 최종 제품을 인도하는 프로젝트 목표에 대한 책임이 있다.
 

PMBOK의 강점. 이점

• PMBOK은 하나의 모델로서 실질적인(de facto) 표준이다.
• 프로세스 지향적이다.
• 프로세스를 통하여 프로젝트, 프로그램 그리고 포트폴리오의 수명주기를 관리하는 데 필요한 지식을 보여준다.
• 각각의 프로세스에 대한 투입물, 도구, 기법 및 산출물(인도물)을 정의한다.
• 어떤 산업이든 응용영역에 특정한 최고의 사례를 구축할 수 있는 지식체계를 정의한다.

PMBOK의 한계. 단점

• 소규모 프로젝트에 적용하기에는 복잡하다.
• 응용역역의 산업, 프로젝트 규모, 범위, 일정, 예산, 품질 제약조건에 적응?해야 한다.

PMBOK의 가정. 조건

• 프로젝트관리는 모든 종류의 프로젝트 범위, 산업 및 문화에 적용될 수 있는 표준이 필요하다.
