Turnaround Management in Upstream Oil & Gas Facilities (FPSO Specific)
I am interested in the upstream Oil & Gas facilities turnaround management. This is a major maintenance campaign that often involves the complete overhauls of production equipment, mandatory legislative inspection and performance verification of equipment & processes. I will appreciate techniques in this direction.
Turnarounds in this industry are known to be not entirely successful and have witnessed schedule overruns, cost overruns and in some cases not all the activities have been completed. Recents efforts to latch on to strategies that have been tested in the downstream manufacturing sector have yielded marginal improvements principally because resources are scant and we are still relying on a workforce daily inundated with production issues and therefore do not devote enough time to the planning, preparations & execution of the complex maintenance campaign.
The situation is not helped by a scenario with inherent bottlenecks as exists in some third world economies where contracting & material procurement take unusually long because of business relations with host country governments and attendant red tape. Manufacturing bases are far removed in the western world Asia and takes ages to process a purchase order and receive the product.
It has become necessary to review the existing timelines for process implementation to ensure that all requirements are on ground to perform the execution of the activities and complete within the window assigned and the allocated budgetary provision.
