Total Quality Management has to Include Employee Participation
The essence of quality is lost in approach by management if the idea does not engage employees and ensure their participation. In deciding the value of quality for the organization, we must understand and ensure that those down who are in constant and direct contact with the customers will feel involved and committed to their organization's level of standard.

TQM and Employee Participation
This is a very difficult concept, which is why so few companies successfully practice it.
Toyota spent years developing a participative workforce. Their effort started with the U.S. Training Within Industry program that was developed in WWII. This training was targeted at line supervisors, who then trained their workforce on how to improve their productivity.
In most organizations today, line management are the ones that feel most threatened by this idea. Also, in most western businesses line management have been removed from the training role. This is a key issue, because in order to provide effective training, the instructor must know the job as well as the job improvement techniques.
It also improves communication, since in general they will be using a common vocabulary (as opposed to an assembly worker talking to a production engineer).

Employee Participation Should Be Welcome
I truly accept the points expressed. But practically it is not possible to involve all the employees for this!
Yes, but it's like "worker knows the equipment well": they can be involved in fault analysis on various flaws.
Because quality in simple words is what the customer demands, they can surely communicate their ideas to the management through the system. This is what was done by Mahendra for the Scorpio in India which showed tremendous improvement in sales as the requirements were continiously reaching the management...
But this is not possible in every organisation, as it comes even to concern of ego as a human nature!
But still a nice thought here in TQM which could be added with 360 degree feedback.
