Everybody Should Wear More than 1 Thinking Hat
I think every individual on the discussion could take a different role at a time (per session). Or maybe should. But the point is they should never use only one hat. If they use only one hat, then the purpose of this method will never met.

No Need to Wear More than One Hat
The Six Thinking Hats is a parallel thinking methodology so all individuals in a discussion all wear the same hat at the same time...
The hats are NOT different roles to be assigned to people... They are different thinking modes that everyone should be able to "put on" and "take off" depending on what thinking is needed.
Sometimes only one hat is used. For example if the focus was "to consider the risks associated with changing our business name" then black hat might be the only hat used then a blue hat summary of the black hat thinking to make a decision.
Sometimes a sequence of hats is used. There is no hard and fast rule about how many or which hats are used. This all depends on the focus of the discussion which has been set by the blue hat as the process control hat.
But remember: All people wear the same hat at the same time, except everyone can put on the blue hat at anytime.
All this makes the whole 6TH process very democratic.
