The deployment of IT governance in organizations is generally problematic

The deployment of IT governance in organizations is generally problematic. The strong hierarchical organizational structure makes the guidelines and overall organizational objectives are not perfectly well understood and followed.
The organization has sought to minimize this gap of understanding by using such devices as the BSC, where the mission of the organization is represented and inculcated (at least trying to) on staff at all levels of the organizational depth.
In turn, this indoctrination is impacted by the personal interests of officials. They are able to do this as they feel distant enough from the central government for taking the actions they find most convenient, even disassociated from organizational interests.
This crisis of governance needs to be understood a little more to reduce operational costs by two lines of action: forcing employees to fit the organization's mission or adapt the organizational mission with the interests of employees, opening up alternative opportunities to them.
