Why Does Human Resource Management not Develop in Kazakhstan?

The most native companies in Kazakhstan have a Staff Department and not an HRM Department.

Aleksandr Pushkin a Russian genius and outstanding poet wrote in the 1st part of 19thcentury: Не продается вдохновение, но можно рукопись продать. The essence of this assertion is that "it is impossible to sell an inspiration, but it is possible to sell a manuscript".
In human resourse management’s sense it is needed to treat employees not as a labor force, but as valuable human capital.

Accountants consider a labor force as a major part of a company’s debt and is accounted as liabilities. That's why employees are the first matter of discharge in any crisis.
But human capital means capitalization of all talents, skills, knowledge of employees. It’s accounted as assets and increases the value of the company.

To develop human resource management generally and to have Human Resource Management Department in particular in organizational structure of Kazakhstani company it is needed to:

  1. Hire motivated staff with good background and experience for new employees.

  2. Create appropriate environment for employees based on responsibilities, motivation, and corporate freedom.

  3. Develop managerial accounting for true recording and reflecting of non material assets of the company.

  4. Cover financial expenses from non material assets for capitalization talents and creativity of employees.
