ISO 9001 - to manage organizations..

As being a freelance management consultant for over 15 years now, of my main interest in the ISO 9001 standards and improving organizations, I've been exposed to various kinds of projects within mentioned topic. The vast majority of organizations which only wish to be certified, less that wish some real organizational improvements, and only a few that decide to fully implement the standard.
However, once the path of introduction starts there are many obstacles to a successful implementation of desired goal. At first, In my experience, the key success factor is a capable consultant. The guidance that she/he impose is critical to overall understanding of the project which in many cases finalize of wrong understanding of ISO 9001 as "only a paperwork and burden of irrelevant records". The consultant to implement such a standard in an organization should be capable of managing real organizational issues, understand needs and possibilities of an organization.
On another hand I wonder, why would any company in the World reject implementing improvements (an only wish to get "the papers"), that would make them more competitive and capable of surviving?! This issue could be discussed a lot now, but let this leave to some another discussions.
In order to make easier the implementation and managing the compliance, I've finally created a web Panel, the platform to implement and manage the quality systems.
This platform is database-web application, consisted of several modules from planing and implementing QMS.
In order to develop a systematic (IT) approach to software development I developed so called BPM@S method of combining Vertical and Horizontal organizational aspects (departments versus processes).
