Cycles of Management System Transformations

Combination of cycles for creation and updating of base management system on the basis of the process approach and further its perfection on the basis of the tendency analysis for improvement of production, technology and management methods.
Method: «Creation cycles of base management system on the basis of the process approach and the further improvement of the organisation activity»
1. Preconditions for method working out.
a) Absence in standard ISO 9001:2008 requirements for choice mane kinds of perspective production and establishment of the corresponded purpose for working out of a process chain for creation and release of this production. As a result the processes are developed with orientation to already existing, often out-of-date management system (MS).
b) The large quantity of methods and means of perfection MS are exist and constantly increased. The organisations have difficulties in a rational choice and activity regulating of their application.
2. The method content.
a) Application of constantly operating cycles for creation and updating of base MS on the basis of the process approach and the further improvement of activity taking into account changes in the business environment.
b) Carrying out of transformations under the scheme of cycles in the form of a figure «Wings of the butterfly», presented in drawing:
In the central part of a figure there is the available MS for release of the mastered kinds of production (services). Monitoring of the market and the business environment is conducted.
The left wing of a figure: the base requirements to production on a profile of the organisation and to MS for its release are come to light on the basis of market the monitoring. The decision on transition to new perspective kinds of production and creation of MS on the basis of the process approach is made on the basis of comparison of the market requirements and putting out production and available MS. Transition is carried out by working out and introduction of the corresponding project providing formation of design group, personnel training, performance of transformations of MS and an estimation of their efficiency.
Further in the central part of a figure the updated base MS of the organisation functions.
The right wing of a figure: the tendencies in production changes on a profile of the organisation, technology of its manufacture, requirements and expectations of interested parties, and also occurrence of the best practices and new methods of management are come to light on the basis of monitoring of the business environment. The improvement strategy of base MS and the organisation activity for the purpose of reception of competitive advantages is developed on the basis of the technical and economic analysis of tendencies. The decision on project working out for realisation of the improvement strategy is made taking into account available resources. The project is carried out and estimated its efficiency.
Further the improved base SM of the organisation functions in the central part of a figure.
Thus, unlike the cycle PDCA the combination of two cycles of improvements here is used: one for the base transformations and the second for constant improvements.
Periodicity of transformation cycles is: on the left wing - with periodicity of revision of base standards (on quality, ecology, safety of work and other aspects), i.e., approximately, in 7 years or at transition to new kinds of basic production; on the right wing - in process of development of new strategy of improvement taking into account available resources.
3. Expected results of application of a method.
a) Rational use of resources for providing of efficiency and competitiveness of the organisations in the nearest and long-term prospect.
b) Consideration of the possibility of use of cycles for consecutive base and improving transformations of MS in the standards of ISO 9000 family.
