A 'Lost' Article by Carter on Zero Base Budgeting

This article was written for President Jimmy Carter, and published in Nation's Business in January 1977, at the time of his inauguration as US President. It incorporates a lot of material he previously developed in his campaign. During that campaign, he had promised that if elected, to mandate ZBB. He did -- to later mixed reviews.
ZBB works when managers are deeply involved in the process under strong leadership. But in a real sense, it is an invitation to micromanage. That said, there's clearly a need for it once every 4-7 years to realign and reallocate resources (and by no means wiping out the organization), especially in public ones and ones with established franchises that are less subject to the discipline of market forces
Nation's Business is the monthly magazine of the US Chamber of Commerce. To my knowledge, it is has not yet uploaded to the internet its archives this far back, and the Carter Presidential Library cannot locate a copy.
