Is it sensible for HR to report to CFO of the company?


During my entire career, I have never heard an HR division / department reporting to CFO of the company. After working two years in the country's biggest company, I have started a new chapter in Aviation industry. It is a challenge, but the biggest challenge is CFO vs HR. we as HR thinks to carry forward the company into new heights by injecting new ideas and creating new opportunities for the employees whereas the CFO wants the HR to stay away from employees and just adhere to the day to administration and paperwork. Current CFO is a person who does not even hold a professional qualification in Accounting or Finance related area. He earned that job by working in the company for thirteen consecutive years. My question is how do i fight this debacle? I want proof on that no professional organization practices HR reporting to CFO while there is an MD or CEO as the head person of the company. I have read and researched on several areas, but as these are theories, I need solid proof in order to eliminate this organisational structure to take this company to new heights? So please jump into this topic and give in your views for me?
