Citizen participation in the Local Government Budgeting Process -Model designed to alleviate Poverty

Citizen participation "Participatory Budgeting" in the budgeting process has been at a lesser extent developed. Normally, local government budget is a principle document indicating annual selected priorities quantified and given monetary values. Citizens should identify which priority program is needed before any person decides for them because they are the direct beneficiaries. Resource Allocation and Financing are also crucial activities that need citizen participation. The reality is that, Citizens are ignored in most of the low developing countries when it comes to budgeting. Local government authorities should know that; by involving citizens in the budgeting process brings in transparency, better resource allocation based on the best projects selected by the direct beneficiaries who are affected if not implemented. By this practice, gradually, poverty will be alleviated since citizens allocate much resources on the most needed activities. Education, health care, water facilities, electricity, road construction etc...... can be some of the areas that citizens want to be developed before any other. The model attached to this idea was designed by Richard Rutayisire during his Thesis research. The intention was to analyze how best can the local governments alleviate poverty where there is citizen participation. Citizen participation is possible where is decentralized system of governance and citizens are committed to the development of their local government. Collective answers to questions like what, why, How, Who, Where and When are answered during the budgeting process. Resources are allocated based on the activities selected and prioritized and financing strategy is discussed too. The most beneficial and important projects which add economic value to the lives of the citizens are selected and implemented. Monitoring is done during the budget execution and later, gradually poverty is alleviated and citizens get the basic needs of man. Source: Developed and Designed by the Researcher
