피터 드러커 - Management by Objectives [MBO, 목표에 의한 관리]목표에 의한 관리란 무엇인가? 기술

MBO는 각 직원의 목표를 정의하고 설정된 목표에 대한 성과를 비교하며 지도하는 방식이다. MBO는 조직의 목표와 조직내의 하부목표와의 결합을 통하여 조직의 성과를 증가시키는 것을 목적으로 한다. 이상적인 것은 직원들이 자신들의 목표, 달성 일정 등을 확인하도록 강한 압력을 받는다.
MBO는 목표달성을 위한 지속적인 피드백의 제공과 프로세스의 추적을 포함한다.

피터 드러커

MBO는 1954년 'The practice of Management'에서 피터 드러커에 의해 처음으로 소개되었다. 드러커에 따르면 매니저는 일상의 생활에 깊이 개입되어서 주요한 목적 또는 목표를 망각하게 하는 활동의 덫(the activity trap)'을 피해야만 한다. MBO 개념 중의 한가지는 소수 최고경영진 대신에 기업의 모든 매니저들이 계획의 실현가능성을 높이기 위하여 전략적 기획과정에 참여해야 한다는 것이다. MBO의 또 다른 개념은 매니저는 조직이 잘 기능하는데 도움이 되도록 설계된 폭넓은 성과시스템을 실행해야 한다는 것이다. 명확하게, Management by Objectives [MBO, 목표에 의한 관리]는 Value Based Management [가치기반 경영]의 앞선 개념으로 보일 수 있다.

목표에 의한 관리의 원칙

  • 조직의 목적과 목표의 일관성(Cascading),

  • 각 구성원의 구체적인 목표,

  • 참여적인 의사 결정,

  • 명백한 기한,

  • 성과평가 및 피드백 제공.

MBO에서는 또한 목표의 타당성을 확인하는 방법으로 SMART 목표설정 방법을 사용한다.

  • Specific (구체적)

  • Measurable (측정가능)

  • Achievable (달성가능)

  • Realistic (현실적)

  • Time-related (시간고려)

90년대에 피터 드러커는 조직관리방법의 중요성에 대한 전망을 하였다. " 그것은 단지 또 하나의 도구일뿐이다. 경영의 비효율성을 위한 위대한 처방은 아니다... 만일 당신이 목표를 알고, 당신이 모르는 90%의 시간을 알면 MBO는 성과를 발휘한다."
