전략적 위기 관리란 무엇인가? 기술

Mercer社의 Adrian J. Slywotzky와 John Drzik가 전략적 위기관리(SRM,Strategic Risk Management)라는 용어를 만들지 않았지만, 2005년 4월호 HBR에 실린 논문에서 전략적 위기관리에 대한 훌륭한 설명은 명성을 받을 만한 것이다. SRM은 기업의 성장궤도와 주주가치를 파괴할 수 있는 외부사건들과 전략적인 위기들을 관리하기 위한 체계적인 접근방법을 고안하고 활용하는데 사용될 수 있는 기법이다.

저자들은7가지 종류의 전략적 위기와 그에 따른 하위 범주를 구별하였다. (이탤리체는 몇몇 일반적인 대응책임):

1. 산업
   • 마진파괴(Margin Squeeze) - 경쟁/협력 비율을 전환
   • 연구개발/ 자본비용 원가의 상승
   • 용량 초과
   • 제품의 범용화
   • 규제완화
   • 공급자의 힘 증가
   • 극단적인 경기순환의 변동성
2. 기술
   • 기술 이동 - 이중 투자
   • 특허 만료
   • 프로세스가 구식이 됨
3. 브랜드
   • 침식 - 브랜드 투자의 범위를 재정의, 브랜드 투자를 재분배
   • 붕괴
4. 경쟁자
   • 새로운 글로벌 라이벌
   • 점진적인 시장점유율 획득자
   • 일종의 경쟁자 중의 하나 - 새로운, 중복되지 않은 사업설계의 창조
5. 고객
   • 고객 우선권 이동 - 소유 정보의 창출 및 분석, 신속하고 저려한 시장 실험 수행
   • 고객의 힘 증가
   • 소수 고객에 대한 과신
6. 프로젝트 - 업무의 올바른 연결, 초과옵션의 개발, 안전한 방법의 활용
   • 연구개발 실패
   • IT 실패
   • 사업 개발 실패
   • 인수합병 실패
7. 침체
   • 둔화 및 감소 - "수요 혁신" 창출
   • 양적 증가, 가격 인하
   • 약한 자금줄

주: 특정한 재무적, 운영적, 해로운 위기들은 잠재적으로 전략적으로 중요할 수 있다.

전략적 위기관리의 유래. 역사

전략적 위기관리라는 용어에서 찾을 수 있는 첫번째 개념은 "A framework for integrated risk management in international business"라고 불리는 논문에 나타난다. Miller, Kent D., Journal of International Business Studies, 00472506, 1992, Vol. 23, Issue 2.

밀러는 회피, 통제, 협조, 모방 및 유연성 등 전략적 환경의 불확실성에 대한 5가지 일반적인 대응책을 설명하였다.

1. 불확실성의 회피는 경영진이 위기가 수용할 수 없는 지리적 시장 또는 주어진 제품으 운영과 관련되어있다고 판단할 때 발생한다. 매우 불확실한 시장에서 이미 활동하고 있는 기업의 경우, 불확실성의 회피는 시장에 투자한 특정자산의 철수를 통해 시장에서 벗어나는 것과 관련된다. 아직 시장에 참여하지 않은 기업에게 불확실성의 회피는 산업의 불확실성이 수용할 수 있는 수준으로 감소할 때까지 시장진입을 연기하는 것을 의미한다.
2. 기업은 불확실성을 감소시키는 중요한 환경적 상황을 통제하려고 노력할 수도 있다. 여기서 매니저들은 자신들이 관리해야만 하는 제약조건으로서의 불확실성을 수동적으로 처리하기 보다는 불확실한 변수를 통제하려는 시도를 사전에 계획한다. 통제전략의 예 :
   • 정치적인 활동(법률, 규제, 또는 교역억제 등에 대한 로비 등).
   • 시장에 대한 힘 획득,
   • 경쟁자들을 위협하여 좀 더 예측가능한( 자사에 이로운) 행동패턴으로 움직이도록 전략적 행동을 취함.
3. 협력적인 대응은 통제적 대응과 다르다. 왜냐하면 협력적인 대응은 불확실성의 감소를 위한 수단으로서 일방적인 통제보다는 다자간의 합의를 개입시키기 때문이다. 조정을 통한 불확실성의 관리는 행동의 상호의존성을 증가시키고 조정된 조직의 자치권을 감소시키는 결과를 가져온다. 불확실성을 감소시키기 위한 협력적 전략 :
   • 공급자또는 구매자와의 장기 계약,
   • 경쟁의 자발적 억제,
   • 연합 또는 합작투자,
   • 프랜차이징 계약,
   • 기술 라이센싱 협정,
   • 컨소시엄 참여.
4. 기업들은 불확실성에 대응하기 위해 경쟁기업의 전략을 모방할 수도 모른다. 이러한 행동의 결과 산업 라이벌간의 조정을 할 수 있다. 그러나 이러한 조정의 기초는 통제 또는 협력전략의 기초와 분명히 구별된다. 이 경우 직접적인 통제 또는 협력적 메커니즘의 사용되지 않는다. 오히려 한 산업의 리더는 경쟁자들의 대응을 예측할 수 있는데 이는 그들의 대응이 단순히 자사의 전략적인 행동에 대한 모방에 지나지 않기 때문이다. 모방 전략(리더 추종 행동, follow-the-leader-behavior)은 한 산업의 리더의 전략을 따르는 가격과 제품전략과 관련된다.
   제품과 프로세스 기술의 모방은 몇몇 산업에서는 실행가능한 저가전략이 될 수 있다[Mansfield, Schwartz & Wagner 1981년]. 그러나 경쟁기업의 숨겨진 기술에 관한 불확실성은 그러한 전략을 불가능하게 할 수 있다[Lippman & Rumelt 1982년].
5. 환경적 불확실성에 대한 5번째의 일반적인 전략적 대응은 조직의 유연성을 증가시키는 경영활동과 관련된다. 중요한 환경상황의 예측가능성을 증가시키려는 통제와 협력전략과는 달리, 유연한 대응은 내부의 대응능력을 증가시킨다. 외부요인에 대한 예측가능성은 변화지 않은 채로 남아았다. 전략에 관한 문헌에서 가장 널리 인용되는 예는 제품 또는 지리적 시장의 다각화이다. 다각화는 다양한 생산라인의 개입과 완전히 상호관련된 것보다 적은 수익을 내는 지리적 시장에 개입을 통해 위험을 줄여준다.

전략적 위기 관리 프로세스에 있는 단계

1. 위기를 확인하고 평가한다(심각성, 확률, 시기, 발생 가능성).
2. 위기를 시각화한다(전략적 위기 지도를 작성).
3. 위기를 계량화한다(일반적인 측정 통화 사용 - 위험한 경제적 자본, 시장가치 등).
4. 위기의 잠재적인 긍정적인 결과를 확인한다(만일 기업이 위험을 기회로 전환시킬 경우).
5. 위기모방 실행계획을 개발한다(위기담당팀).
6. 자본결정을 조정한다(자본배분과 자본구조).

전략적 위기 관리의 강점. 이점

• 주요한 위기에 대한 대비는 위기의 전가를 가능하게 하며 기업을 안정적으로 방어한다는 의미가 있다.
• 만일 위험에 대한 대비가 위기를 예전방식으로 다루는 경쟁자들보다 나을 경우 이는 경쟁우위의 원천이 된다.
• 미래에 대한 체계적 사고와 기회 확인의 도구.
• 전략적 위협을 성장의 기회로 전환시킬 수 있다. 방어에서 공격으로 전환.
• SRM의 이점은 아마도 덜 전략적인 형태의 위기관리인 다른 이점들보다 클 수 있다.
• 지불불능 위기 또는 수익 변동성의 회피.
• 당신이 당신의 GAAP/IAS 휘발성을 감소시킬 수 있는 경우에, 이것은 당신은 분석가 지역 사회에 있는 더 나은 입상이 있을 것이라는 점을 의미할지도 모른다.
• 자본을 더 잘 사용하고 자본비용을 감소시킬 수 있다.

전략적 위기 관리의 한계. 단점

• 전략적 위기는 위기의 4가지 범주중 단지 하나에 불과하다(다른 위기 : 재무, 위험, 운영 위기).
• 예측과 준비에도 불구하고 특정 위기는 발생할 수 있고 복구할 수 없는 피해를 일으킬 수 있다("천재지변").
• 어떤 기업도 모든 위기를 예측할 수는 없다.
• SRM은 체크리스트가 아니다 : SRM에는 상당한 비용과 노력이 관련되어 있다.
• SRM과 관련하여 발전을 이루는데 있어 주요한 잠재적인 문제점은, Sarbanes-Oxley社과 다른 Enron 사태 이후에 비추어 보았을 때 기업이 SRM을 만일 열정적으로 따를 경우 세계적인 경쟁우위를 제공하고 주주가치를 강화하는 잠재성이 있는 새로운 법칙이라기 보다는 단순히 자신들에게 부여된 또 하나의 규제로 볼 수도 있다는 것이다.

전략적 위기 관리의 가정. 조건

• 주요한 미래의 위기에 대응하는 것은 가능하다.
• 이에 대한 대비는 유용하다.
• 위기를 기회로 전환시키는 것은 가능하다.
