Robert Simons在他1995年出版的畅销书《控制》（英文原名Levers of Control: How Managers Use Innovative Control Systems to Drive Strategic Renewal）中， 提出了控制杠杆（Levers of Control）的概念，从更为广义的角度诠释了控制的作用，为大型企业里的管理人员提供了一个有效平衡价值创造与管理控制之间压力的架构体系。

什么是控制杠杆？ 释义

控制杠杆即为：

• 一种以规范信息为基础的日常工作流程，
• 为管理者所用，
• 对组织行为模式进行维护和调整。

Simons控制杠杆

1. 信念体系（Belief Systems）在任何组织中都一定要有其位置，组织通过控制承诺（Control Commitment）来确保员工共享组织的愿景、核心价值、使命、信条及宗旨，等等。
2. 边界系统（Boundary Systems）也是每一个组织所必须明确的，并要为每一名组织成员所知晓，如 组织的行动规范、事先定义的战略规划方法、资产收购规则，以及运营指南，等等。
3. 诊断性控制系统（Diagnostic Control Systems） 在公司内的地位亦非常重要，它能够对公司产出进行优化，它包括： 输出测度、评价标准、激励系统以及回报系统。
4. 交互式控制系统 明智的组织用它来跟踪蕴藏于组织内部的新创意、触发新的学习活动，做出面向未来的准确定位。 它包括将企业的流程数据融入交互管理系统，与员工面对面的交流沟通，对来自下属的数据、假设或行动方案提出挑战。
