什么是OPM3? 释义
OPM3是组织项目管理成熟度模型(Organizational Project Management Maturity of Model)的英文缩写。 运用OPM3,组织能够对自己的成熟度进行测量、比较和评估。 美国项目管理学会(PMI)通过对600例最佳组织项目管理实践的分析,发布了这一模型,作为组织学习和评价的标准。 OPM3模型为组织项目管理成熟度设定了4个梯级,分别为标准化的(Standardizing)、可测量的(Measuring)、可控的(Controlling)、持续改进的(Continuously Improving);划分了3个版图,即
- 项目管理(Projects)。
- 项目组合管理(Programs)。
- 项目投资组合管理(Portfolios)。
把握了组织项目管理的成功要素后,就能够以此为依据对现有项目管理的成熟度进行评估。 然后,再根据最佳实践经验和认定的能力要求,指明项目管理的努力方向,帮助组织改进提高。
OPM3的起源 历史
OPM3由美国项目管理学会(PMI)组织开发。开发OPM3的原因是,PMI意识到为了协助组织有效管理各种项目、提高组织战略执行的能力,很有必要出台一个新的项目管理标准, 尽管实践中已有项目管理知识体系(PMBOK),但后者局限于对单个项目的管理。 通过为期5年、超过30个国家、800位项目经理的试用和改进后,OPM3第一个版本于2003年12月问世。

OPM3是一个分级的通用模型,它适用于不同规模、不同行业以及不同地区的各类组织,它既适用于盈利性组织,同样也适用于非盈利性组织。 OPM3还可以应用于组织的部门级单位,如战略事业单元。
OPM3模型步骤 流程
- 获取组织项目管理实践的认识,把握成功项目管理的要素。
- 评估组织现有项目管理的成熟度。
- 立足于组织项目管理的现有成熟度,并根据所掌握的项目管理最佳实践经验,为组织改进提高指明方向和路径。
