- 流程(实施),即HOW[如何]
- 环境(内部与外部环境),即WHERE[环境场所]
Pettigrew和Whipp强调,这三个尺度之间存在着相互持续影响作用的关系。 变革的实施是一个“反复、累积和重造的过程”。 变革的最终成功归结于变革内容(即变革的宗旨、目的和目标)、 变革流程(即变革的流程)、 以及变革环境(组织内外部环境)相互作用的结果。
基于大量的实证研究,Pettigrew和Whipp还找出了5个相互关联的成功变革因子。

- 环境评估。 通过开放的学习系统,对组织内外部环境(外部如竞争环境)进行持续监督。
- 以人为本。 组织要视员工为无价之宝,员工要能感觉到组织充分相信他们。
- 战略变革与运营变革紧密相连。 战略意图随着项目进行、时间变迁一步步得到实现。 通过实现运营变革,最终将导致新的战略变革。
- 变革领导。 带领组织前进, 产生变革氛围, 协调各项活动。 有效操控变革。 制定变革议程,明确变革方向、愿景与价值。
- 整体一致。 一项成功的变革战略应该是目标清晰一致的、与环境相融的、能够为组织提供竞争性优势,并具有现实可行性。
