공정가치란 무엇인가? 정의

공정가치는 원래 SEC에서 정의한 회계적 표현이다.

GAAP의 밑에, 어느 한 자산의 공정가치는 청산과정이 아닌 자발적인 당사자간의 경상거래(current transaction)에서 자산을 사고 팔 수 있는 금액이다. 대차 대조표의 반대편에, 부채의 공정가치는 기업의 청산보다는 자발적인 당사자간의 경상거래(current transaction)에서 부채가 발생되거나 청산될 수 있는 금액이다.
시장이 호황일 때, 제시된시장가격(quoted market price)은 공정가치의 가장 좋은 증거이며, 측정의 기초로 활용되어야 한다. 만일 제시된 시장가격을 이용할 수 없으면, 준비하는 사람은 주변환경에서 가용한 최고의 정보를 활용하여 공정가치를 추정해야 한다. 많은 경우에, 제시된 시장가격은 이용할 수가 없다. 그 결과로, 공정가치를 추정하는 것은 어려운 작업이다.
 

왜 공정가치 회계인가? 타당성.

오늘날의 시장은 역동적이고 변화가 심하다. 구매든 판매든 사람들이 알고자 하는 것은 하나의 자산이 오늘은 어떠한 가치를 갖고 있나하는 것이다.

회계 연구는 그러한 주장을 지지하고 있다. FASB는 집중적인 토론을 통해서, 공정가치가 금융상품(financial instrument)의 가장 타당성있는 측정이라고 결론내렸다. 133번째 보고서의 토의과정에서, FASB는 이러한 이슈들을 다시 검토한 뒤, 공정가치를 모든 금융상품의 궁극적인 측정으로 다시 강조하였다.

공정가치회계는 과거비용기준측정(historical cost based measurement)보다 더 많은 투명성을 제공한다. 만일 미국과 아시아에 있는 기업들이 공정가치로 모든 금융상품을 측정했다면, 규제자, 예금자, 투자자들은 더 큰 규제와 시장 질서를 만들고, 이전 경기하강기에 투자자나 납세자들이 지불했어야 하는 손실의 일부를 피할 수 있었을 것이다.
