什么是挣值管理（Earned Value Management）？ 释义

挣值管理（Earned Value Management）是一个项目管理和衡量的综合技术，它综合了

• 技术性能要求，
• 带有明细进度安排的资源计划，
• 并充分考虑项目风险。

换句话说，挣值管理就是将资源计划与进度要求、技术成本以及项目风险结合起来考虑的一项管理技术。 据此，所有的工作都经过计划、预算以及按照计划成本（Planned Value）递增来安排进度，从而形成一个以成本和进度为尺度的量度基准。

挣值管理的目的

挣值管理系统有两个主要目的：

1. 鼓励项目承包人有效运用企业内部成本和进度管理控制系统； 同时，
2. 允许客户依靠这些系统提供的实时数据，去决定产品导向的合同执行状态。

在执行一份合同中运用EVM的主要目的是：

• 鼓励项目承包人有效运用企业内部技术、成本和进度管理控制系统；
• 允许客户依靠这些系统提供的实时数据，进行更好的项目管理；
• 反过来这些数据又能够用来决定产品导向的合同执行状态；
• 根据趋势预测项目未来绩效表现。
• 此外，EVM帮助企业制定更为有效的管理决定，减少项目负面影响。

挣值管理的优点

EVM为项目管理提供了具体目标——计划工作量。 在挣值管理过程中，项目管理团队能够对实际工作量与计划工作量进行比较。 据此，所有的工作都经过计划、预算以及按照计划成本（Planned Value）递增来安排进度，从而形成一个以成本和进度为尺度的量度基准。
