Метод Business Process Reengineering (Реорганизация бизнес процессов) (BPR) описан Hammer и Champy как «фундаментальное пересмотрение и радикальное изменение дизайна организационных процессов c целью достижения кардинального улучшения текущих показателей по затратам, сервисным услугам и скорости».

Вместо организации фирмы в функциональные специализированные ячейки (такие как, продукция, бухгалтерский учет, маркетинг, и т.д.) и рассмотрения задач, которые каждая функция выполняет, Hammer и Champy рекомендуют нам обратиться к полным процессам. От приобретения материалов к продукции, к маркетингу и распределению. Фирма должна быть перестроена в серию процессов.

Hammer Michael и James Champy

Главными сторонниками реорганизации были Hammer Michael и James Champy. В серии книг, включая Reengineering the Corporation, Reengineering Management и The Agenda, они утверждают, что слишком много времени тратится на передачу задач от одного отдела к другому. Davenport (1992) предписывает подход из 5 стадий к модели Реорганизация бизнес процессов:

1. Разработайте видение бизнеса и цели процессов: Метод BPR основывается на видении бизнеса, которое подразумевает конкретные бизнес цели, такие как, снижение себестоимости, уменьшение времени, повышение качества производства.
2. 4. Определите средства воздействия IT: осведомленность о IT возможностях может и должна оказывать влияние на BPR.
5. Смоделируйте и создайте прототип нового процесса: сам по себе дизайн не должен рассматриваться как завершение процесса BPR. Вместо этого, он должен рассматриваться как прототип, с последующими итерациями. Метафора прототипасогласует подход Реорганизации бизнес процессов с быстрой поставкой результатов, вовлечением и удовлетворенностью клиентов.

В качестве дополнительной 6-ой стадии метода BPR, иногда выступает: приспособление организационной структуры и модели управления к новому главному процессу.

Общие обстоятельства, оказывающие влияние на целесообразность BPR

Хотя трудно здесь дать совет общего характера, некоторые факторы, которые можно рассматривать являются следующими:

• Конкуренция явно превосходит компанию? Сравните: Turnaround Management (Финансовая реструктуризация)
• Много конфликтов в организации?
• Весьма высокая частота совещаний?
• Чрезмерное использование неструктурированного сообщения? (памятки, электронная почта и т.д.)
• Возможен ли более непрерывный подход постепенных, инкрементальных улучшений? (см.: Kaizen (Кайдзен)).

Критика подхода BPR

Реинжиниринг зарабатал плохую репутацию, потому что такие проекты часто приводили к крупномасштабным увольнениям. Несмотря на увлечение введением Реорганизации бизнес процессов, частично из-за того, что авторы Reengineering the Corporation, как сообщается, скупили огромное количество экземпляров книги для того, чтобы достичь статуса бестселлера, метод не вполне оправдал своих ожиданий. Кажется, главные причины в том, что:

• BPR предполагает, что фактором, ограничивающим показатели организации, является неэффективность процессов. Это, возможно, не всегда верно. Также BPR не предлагает никаких способов для утверждения этого предположения.
• BPR предполагает потребность начала процесса реорганизации с «чистого листа», т.е. полностью пренебрегает статус-кво.
• BPR не обеспечивает эффективное способ концентрировать свое внимание инициативы улучшения на ограничениях по организации. (Как сделано Goldratt в Theory of Constraints (Теория ограничений)).
• Иногда, или возможно довольно часто, постепенное и инкрементальное изменение (например, Kaizen (Кайдзен)) может быть лучшим подходом.

Когда Kaizen (Кайдзен) сравнивается с методом BPR, понятно, что Kaizen philosophy (Философия Кайдзен) более ориентирована на людей, проста для внедрения, но требует долгосрочной дисциплины и обеспечивает небольшую динамику изменения. Подход Business Process Reengineering (Реорганизация бизнес процессов), с другой стороны, более трудный, ориентирован на технологии, позволяет радикальное изменение, но требует значительных управленческих навыков в области перемен.
