OODA 루프 모델(관찰,방위확인,결정,행동)은 John Boyd대령(1927-1997년)이 개발한 정보전을 위한 정보전략 개념이다. OODA 모델이 분명히 군용 목적을 위해 창조되었더라도 이론에 사용된 요인들은 비즈니스 전략에도 적용될 수 있다. Boyd는 전투기 조종사로서 초기 경험과 에너지 기동성(energy maneuverability)에 관한 업무에 근거한 이론을 개발하였다. 그는 처음에 공대공 전투에서의 승리를 설명하기 위하여 그것을 이용했다. 그러나 그의 경력의 마지막 해에 그는 그의 OODA 루프이론을 심리학적 마비를 통하여 적군을 전략적으로 격파할 커다란 전략으로 확장했다.

Boyd는 전략이 적군을 전멸시키지 않고, 적의 행동을 변화시키도록 선회해야 한다는 것을 강조했다. Boyd의 생각이 손자의 명저인 손자병법과 분명히 같다고 할 수 있다. Boyd와 손자는 둘 다 조화, 기만, 신속, 행동의 유연성, 기습, 충격, 적군의 전략의 공격 등의 개념을 중시한다.

Boyd 대령은 적군(과 아군)을 의사결정 프로세스를 통해 행동하는 하나의 시스템으로 보았다. 이러한 의사결정 프로세스는 주변 세계의 관찰에 기초한다. 적군은 전개되는 상황을 관찰할 것이다. 그리고 시스템을 인지된 위협으로 방향설정하기 위하여 외부정보를 수집할 것이다. Boyd는 루프의 방위확인 단계는 가장 중요한 단계라고 주장한다. 왜냐하면 만일 적군이 잘못된 위협을 인지하거나 적군의 주변에서 일어나는 것을 잘못 이해한다면, 적군은 자신의 사고(와 힘)을 잘못된 방향으로 설정하고 잘못된 결정을 할 것이기 때문이다. Boyd는 이러한 의사결정 싸이클이 적군과 아군에 대해 다른 속도로 작용할 수 있다고 말한다. 여기서 목표는 적군보다 빠른 템포로 OODA 루프를 완성하고 적군의 루프를 길게하는 행동을 취하는 것이어야 한다. 적군의 루프내에서 더 많은 루프를 행할 수 있다. 이것은 적군이 자신들에게 일어나고 있는 것에 어떠한 대응도 하지 못하게 한다.

Boyd 대령은 적군의 루프는 다양한 수단을 통하여 길어질 수 있다고 한다. Boyd의 목표는 모호함, 위장, 새로운 환경, 빠른 전환, 손자의 아이디어(Cheng Ch'i) 등을 사용하여 적군에게 유리하지 않은 무게중심(centers of gravity)을 창출하는데 있다. 적의 무게중심을 잃게하고, 불신과 시스템내에 고착하게 함으로써, 마찰력이 극도로 증가할 것이며 시스템이 마비되고 적군은 궁극적으로 무너질 수 있다. 적군/경쟁자의 사고프로세스를 공격함으로써 적군의 사기와 의사결정 프로세스는 흐트러질 것이다.
