Leadership isn't One Dimensional
The presumption that decision making is the main subject of leadership is misguided. Leadership is primarily VISION, but also the EXECUTION of the steps to achieve that vision. It is gaining INFLUENCE and using that influence to shift the organization's direction toward the vision.
There isn't a bright line separating leadership from management. Managers lead by example. If they are on time, turn in their reports etc. punctually, they are leading their employees to their vision.
