Most organizations identify their core competencies in strategic planning. These competencies must become the basis for identifying the desired areas of expertise for talents.
In this way, there is a precise direction for people development and the talents have a proper appreciation of their contribution to organizational success.
I found this necessary for technical experts, because these are specific in nature and can have a high impact on business success.
I also used the talents to train others through the development of courses in their own area of expertise. In this way, the talents become trainers/coaches which gives them the additional opportunity to improve their level of expertise.

I agree with you that identifying core competence is key to strategic planning, it shows where to leverage and where to partner. For example, Google's Android system is a key area for them and Google's core competence includes innovation owing to competent and dedicated human resources.

People development needs to be approached from a strategic viewpoint and not simply as a HR task. With strategic I mean to use talent for creating competitive advantage.
Unfortunately, there is still a need for people in L&D and HR to develop an approach that meshes people development with strategic business direction. There is a need to go beyond training practices and technology and develop a strategic development approach to people expertise and areas of contribution.
