Talent Management Model for Universities

I am working on a Talent Management Model that is is considering ATTRACTION and RETENTION of first class graduates (otherwise known as distinction graduates) as future lecturers and researchers. The aim is to avoid their talents are being wasted.
Considering the peculiarities associated with studies in humanities, life science, engineering etc.
I am trying to develop a feasible and sustainable model or my country. Even if it could be improved on later...
What are other factors that I should consider in my talent management model? Do you know of universities that have adopted or adapted a TM model? How has that model been used?
