Know How, Know What and Know When

Tacit knowledge is an essential part of the "profound knowledge" as referred by Deming. It let us manage "know how" with "know what" and "know when".
If your know "what" you can say that you have diagnosed the topic well, but if you also know "when", means that you are able to foresee the results and reactions of the system, so you are a real champion in that topic.
By the way, real champions are capable to learn on their topic from any situation, even from people who have less or none knowledge on the subject. This is a huge benefit from solid tacit knowledge.

Tacit knowledge as per my undestanding is the knowledge an indivitual has. This consists of the know-how and know-that I. E knowing how to perform a task using knowledge within an indivitual's head. Now the task with this knowledge is that the holder of the knowledge may not know that he/she has the knowledge. Now in real facts since transfer of this knowledge is through interraction and has to do with trust and mutual relationships between the interractors, then the knowledge will be hard to transfer or share if the indivitual who has it does not want to interract with the colleagues or people around him/her. So, how do we transfer it?
