  At the startup stage it is extremely important that the owner (or the management) has some established idea about what culture is desirable in the company.
If one compliments the desirable culture with a well thought out company philosophy, which is clearly evident to employees at interview stage during their first week in the job, that will provide a firm platform for success.
Too many companies expect employees to interpret the culture, or worse, to create the culture of a startup company. This creates uncertainty and leaves staff wondering who really is in control.
