I am in urgent need of subject procedure and willing to pay. I.e. what's the procedure on writing SMART objectives and monitoring through scorecards.

You need:
- Strong vision, mission statements and clear strategic goals (should be SMART). This is a management task requiring regular review and engaging all employees to share and hear feedback.
- Annual task and target setting by each employee agreed by his supervisor in line with strategic goals. Ambitious staff will over promise - let it happen.
- Regular "coaching for performance" support sessions by supervisor and employee. Consider intermediate token rewards when superior performance is delivered.
- Annual performance evaluation report for each employee to support bonus reward, promotion, etc
I worked this system successfully in Shell. People need to learn how to do it effectively and with minimum bureaucracy. To implement means a change - use change management techniques. Coaching for performance needs training for coaches and coachees but it is rewarding. Here you will find out whether goals are SMART enough and learn how to do better next time.
