If there is an action learning cycle then what is best point to break into the cycle?

AL, where to start ?

Before beginning any process of change that involves people in organisations you must establish the 'will' or 'authority' that wants the change. Without a 'champion' or 'mentor' with sufficient power it is likely that the process will lose focus the longer it goes on and that the the outcomes will be 'debated' in other forums that have other criteria. Establishing who are the real decision makers and what's on their agenda is essential before embarking on any action for change.

I agree with the comments of John Jenkins. The "authority" or who is the "sponsor", is the key to its success. If CEO is the sponsor, the success of the learning and development is enhanced significantly. I find this to be one of the best way of succession planning in an organization.
