Restructuring: what to do with Employees that don't Fit in ?

During the reorganizing process, the responsible team seems to agree on the optimum structure for the current phase and the foreseen future. However, next the team is limited to existing staff in assignment to new positions; and the challenge begins. The questions are: "how to map existing staff to new organization?" And: what to do with people who don't fit (exactly) into the new organization?
Two options emerge:
- Sack "no fits"
- Assign them to positions anyway, even if you believe they will not achieve an optimum performance
In one organization where I've worked we had to "invent" posts in the new organization for those "no fits". This caused certain redundancies and overlapping which would affect the smooth running of business under the new organization.
I don't claim to have an answer other than creating some "consultants" doing special assignments, although this in itself becomes a burden.
Although sacking seems to be the right choice in many cultures like mine (Egypt) things don't quite work that way.
