Is Discrimination or Prejudice Tampering with the Ability to Hire the Best Talents?

Is discrimination or prejudice tampering the ability to hire the best talents for high ranked positions?
The Caucasian race is obviously the dominant race around the world. Without dwelling in statistics and numbers, just looking superficially into the environment of USD corporations, one can assume that is set by white professionals. This assumption can be made by reading major financial newspapers and magazines. Most of the CEOs and managers featured in these newspapers and magazines are Caucasian.
This makes me wonder if discrimination and prejudice are still tampering with hiring the best talents; are hiring decisions somewhat obscured by discrimination and prejudice? 4-11-2019
