My suggestion would be to build a body, backed by organizations like IFC / World Bank, a UN agency
to get governments anywhere in the world to grant certain incentives to entrepreneurs that want to get certain products or services to the BOP in their countries. Manufacturers, appointed in-country distributors, technology owners etc..
Must have been approved by the regulatory organization. Example is the Lighting Africa Program by IFC that have tested some solar portable lighting (spl) products from some manufacturers, and approved the ones that passed their quality tests.
If generous incentives - custom duty waivers, subsidies for supplies to public schools, hospitals, women cooperative societies etc, are granted to local distributors or OEMs that are willing to assemble or produce the products or services in-country, prices will be low, and a great number of the BOP dwellers will benefit.
