Bottom of Pyramid and Network Marketing Hybrid Plan

Being an entrepreneur and having very practical knowledge of sales and marketing and of challenges faced by the middle & lower middle class in our society (i.e. how to increase income or how to get basic income to fulfill the daily needs), since 1 year I am in process to design a business model to promote small & creative entrepreneurs, unique and world class production from these entrepreneurs will be sold by distributors through our designed network marketing or mlm plan.
We will provide all resources to entrepreneurs, distributors. This is also to promote home based industries, arts & crafts, small industries and innovative ideas and products.
We will also form entrepreneurs community bank where we attract angel investors and venture capitalists to invest.
We will promote management / entrepreneurship studies & courses to develop entrepreneurial skills in mass public.
Our basic aim is to provide economic prosperity to individuals, region and nations. We are very near to BOP.

Yashwant, I share your thoughts on this.
My suggestion would be to build a body, backed by organizations like IFC / World Bank, a UN agency to get governments anywhere in the world to grant certain incentives to entrepreneurs that want to get certain products or services to the BOP in their countries. Manufacturers, appointed in-country distributors, technology owners etc..
Must have been approved by the regulatory organization. Example is the Lighting Africa Program by IFC that have tested some solar portable lighting (spl) products from some manufacturers, and approved the ones that passed their quality tests.
If generous incentives - custom duty waivers, subsidies for supplies to public schools, hospitals, women cooperative societies etc, are granted to local distributors or OEMs that are willing to assemble or produce the products or services in-country, prices will be low, and a great number of the BOP dwellers will benefit.
