Looking for Internet Collaboration Project Software

I'm looking for a collaboration software (preferably open / free) to manage the implementation of non-technical (non-IT) projects over the internet (saas soft)
We like Basecamp but is not free and don't allow to follow tasks & has no Gantt charts.
I'm talking about projects like: organizational change implementation, call center development, strategic planning - action plan development...
