I am not against decentralization, or a new theory of reinventing government. But in my opinion this theory is not useful for countries that depend on donations and are low literated.
In fact many theories and policies are written for educated society and educated society can use them successfully. So, its good we have a discussion board for this here. This type of sites helps us to say something.
