Can one bypass a certain position in the line of authority in an organization?

In most organisations in my country you better have a darn good reason to bypass your line of authority and even then you face the cold shower from those above you in the line, even if your action was for the best interest of the organisation.
 

 
Bypass your Boss Only if Absolutely Necessary

In a company where the positions of authority are clearly "spelled" out, you should bypass a position of authority only if it is absolutely necessary and if all other options have been exhausted.
One of two results of this action are bound to happen: You may get a pat on the back from your boss' senior. Or you may get fired!
