Nature of Management by Exception

I wonder what is the nature of management by exception? And why is it important?

MBE Indicates Generic Management Quality
Good management seeks to avoid exceptional situations. If these arise frequently, the quality of management is under biiig question.
Hence, managing by exception should not be treated as a separate technique recommended for usage. The usage of MBE (its frequency) is indeed a criterion of management quality in general.

No Exceptions May Mean Safe Playing

@Zita Monkeviciene: On the contrary: management should encourage exceptions on the positive side. Exceptions need not be on negative side only. Exceptions are actually deviations from normal behaviour and managers need to know about them whether they are positive or negative.
Playing safe or going with the flow may result in a situation of no exceptions. That cannot be considered good management.
Even negative exceptions may have usefulness. Managers may know about some big problems or system correction situations through them.
