Public Procurement Process Governance

If you are in procurement, there are two things you have to do, relating to process governance.
- Firstly, condense it into hygiene factors
. These are things that are non-optional filters but are not targets, i.e., you do not maximize them. Your role is to maximize value to the budget whilst sticking to the governance rules, not to save the world.
- The second is to behave as a guide to your internal client
, not a policeman. You are the expert who will show them how to achieve their aim. The less they need to know about the rules, the more successful you will be.
