Ethics in general is sum of values with which a human being in society grows up. Public administration works for society, by society and in society
. Values varies from person to person, which form society, and are not something which can be quantified in terms of statistical data.
Honesty, integrity, compassion, truth, to stand for a cause are some of examples of values. The more values a person has, the chances are more for him to do a fair job in public administration.
and other negative forces rise with decrease of ethics in society.
