Service above self, the rotary motto, explains the main rule on this argument clearly. Efficiency, impartiality, honesty, those are mandatory duties for everyone charged to serve people.
It's more easier to do that if you apply the rule also in private, family and community.

Ethics in Public Administration
Ethics in general is sum of values with which a human being in society grows up. Public administration works for society, by society and in society. Values varies from person to person, which form society, and are not something which can be quantified in terms of statistical data.
Honesty, integrity, compassion, truth, to stand for a cause are some of examples of values. The more values a person has, the chances are more for him to do a fair job in public administration.
Corruption and other negative forces rise with decrease of ethics in society.
Ethics sensitise the society and make humans more humane.
