On what do the Efficiency and Effectiveness of an Organization Depend?

Does the efficiency and effectiveness of an organisation depends on the people who are in an existing organization? Thank you for your kind feedback.

Efficiency and Effectiveness of an Organisation

I would say the overall efficiency and effectiveness of an organisation depends on the 7 S-es of McKinsey taken together.
When talking about on who it depends inside the organization, I would say on all employees, managers, leaders and directors.
Note that external persons and parties like customers, suppliers, organizations and governments can also influence the efficiency and effectiveness of an organisation. See stakeholder analysis.
