Efficiency and Effectiveness of an Organisation

I would say the overall efficiency and effectiveness of an organisation depends on the quality of the 7 S-es of McKinsey (in combination with each other). So that means: 1. Superordinate Goals (also called Shared Values), 2. Strategy, 3. Structure, 4. Systems, 5. Staff, 6. Style, 7. Skills.
When talking about on who it depends inside the organization, I would say on all employees, managers, directors and leaders.
Note that external persons and entities like customers, suppliers, organizations and governments can also influence the efficiency and effectiveness of an organisation. See stakeholder analysis.
