Strategic Importance of Human Resources Planning?

I'd like to critically discuss the strategic importance of human resources planning. Is HR planning indeed of any of strategic importance? Why (not)? Please help.

HRP is Strategically Important

Human Resources Planning is the process of identifying current and future human resources needs. It involves securing the right people, building a supportive work environment, and developing the capacity to ensure the organization's success and a confident future. Treasury board of Canada believes HRP is an important part of succession planning and management. Taken together, these planning processes help identify, develop, and retain the talent necessary to achieve current and projected business objectives.

Strategic Importance of Human Resources Planning (HRP)

Most employers are convinced that their employees are the most important factor in their company’s economic success. Therefore the process by which organizations assure they can always properly staff to meet the company's goals, business needs and customer demands is definitely of strategic importance.
Despite this obvious importance, quite a few organizations do not have a formal strategic human resource planning process in place.
At its most basic level, strategic human resources planning ensures adequate staffing, matching the organization’s needs with the right people with the right skills at the right time. See also the center: Leadership Pipeline.
