Is there any link between HRM practices and organizational performance in the public sector? I doubt if strategic Human Resource Management approach brings significant performance in the public sector.

Yes there is a strong link between the 2, regardless of the sector. Strategic Human Resource Management ensures the horizontal and vertical integration of HR roles hence contributing to the overall effective performance of an organisation. The significance can only be realized if we are to consider the roles of HRM.
For example strategic HR management ensures that the human capital pool is well staffed with the right people at the right time and that the staff is always ready to take the challenges in provision of the services within the public sector.
