What is the HR Matrix?

Hi, can anybody kindly tell me what is the HR matrix? I have been asked by an interviewer about this and I know nothing related to this topic.

Hi Priya, depending on the context there are probably several 'HR matrices' being used. After all, using a matrix one confronts and describes the interactions of 2 phenomena. And of course you can compare many phenomena with each other, depending on what you want to analyse.
Anyway, as an example on the web I found a HR strategic maturity matrix that has 4 organizational / HR maturity levels on the vertical axis:
1. Initial
2. Foundation
3. HR agenda
4. Integrated people strategy
These 4 levels are mapped with the a horizontal axis that has the typical status in 6 major work areas of HR, being:
A. Organisational effectiveness
B. Employee resourcing and talent management
C. Employee engagement
D. Performance management systems
E. Rewards and recognition
F. Employee development.

@Jaap de Jonge: I like your points. The model/framework looks interesting. But, I have few questions:
1. What is the relevance of understanding/relating these HR functions with the maturity level?
2. How do we characterize the two dimensions (HR maturity level and HR functions)?
3. Is there reliable (empirically tested) instrument for measuring these variables (HR maturity and HR functions)?

Presently, I'm investigating into the status of HR practices in the public sector in the context of developing countries. I felt that this framework is helpful to effect the study. Thus, any input from fellow members and colleague are highly welcome and very much appreciated.
