Can we Have Two Expert Panels in Delphi?

🔥NEW When we would like to create a Minimum Data Set, is it OK if we send a list of items with a Likert scale to a group of researchers, then analyze the results and run the second Round of Delphi with clinicians who are supposed to use that Minimum Data Set in the future? Simply, can we have different expert panels for each round?
What is the best way of gathering the ideas of both researchers and clinicians?
