Emotional Intelligence or Just Stimulus - Response

Isn't what you are describing a learnt response from childhood, based on basic stimulus - response. Would you describe this as emotional intelligence or basic learning...?

I agree with Joe, you could probably teach these things to a person with severe autism or otherwise totally lacking EI.
At the most these examples only prove a very low level of EI.
