How to Trigger / Ignite Entrepreneurship?

In my years of practice as a management consultant which is mostly in India, I work with quite a few assignments. One of them is initiating senior executives who have reached a saturation in jobs and in fact are facing an extinction in the job market to consider starting and running their business after long years of employee mode. These are professionals with years of experience along with other suitable credentials which qualifies them to become business leaders now.

REASONS FOR (NOT) BECOMING AN ENTREPRENEUR
The set of constraints I commonly hear are these:
I don't have a financial back up; I don't come from business family; Have no (financial) support in case it (My business) doesn't do well; I have monthly financial commitments; My son and daughter are getting ready to go to college next year; I have other dependents to take care; Look at him (a friend) who tried to start a business he lost everything, he was very happy as a senior executive in a global company. And the list of constraints goes on.

Quite paradoxically, there are a handful few, who sense the job situation and dare to become the successful first generation entrepreneurs for the same reasons as many others term "constraints".
The growing economies like India, I feel, open up for entrepreneurs after a career cycle and for those that ignore that calling, it means a loss of opportunity.
