Empowering employees is effective when it is entrusted to workers with full dedication. Empowerment is not passing the bulks to others and is not by leaving the job to be handled without appreciation. Motivation and empowerment are two inseparable things that attribute to one another.

Agree, the best thing that empowerment does is to unleash the energies in the individual to innovate and commit oneself to the given goals.
Why I say this is, because these qualitites are in the discretionary realm of the individual which flower only in the soil of empowerment.
