Using CQ and EQ as a Basis for Measuring Education, Leadership and Success?

If we want to solve the really "big" problems in our society (western, middle-eastern, European...), with instability, crime, social injustice, abuse of women & children that is on the rise, and our inability to co-exist with ourselves (let alone the planet's resources), should we shift the focus towards developing the CQ & EQ as a basis for measuring education, leadership, and success?
What would happen if we considered measuring the CQ & EQ of each country / culture rather than economic position to determine status and perhaps the number of votes at the UN or at the G8 (are the bankers best equipped to make the right decisions)?

Brilliant! I'm totally agree with measuring CQ and EQ to determine the country's position. It can be linked to the elements that you've mentioned. Probably, the education will provide the crucial answers to find out which countries have a higher level of education and are culturally aware or vice versa!

Modeling and Measuring CQ and EQ of Nations

Assuming these are the right 2 measures to use for determining status (ranking?) and voting rights amongst nations in the UN, I'll try to list out some of the metrics that might be used to establish a working model.
- % of citizens in jail
- % of non-citizens in jail
- % of hate crimes
- % of GDP spent on judicial system
- # of laws used to govern / control morality & ethics
- % of crime against women & children
- % of crime against minorities
- % of teens employed (summer school)
- % of children who graduate high school
- % of children who graduate college
- % of adults who are under employed
- % of workers earning (an agreed upon) minimum wage
- % of population with guns
- % of GDP spent on military AND weaponry
- % of citizens who have affordable healthcare
- Avg. Ratio of C-level exec pay versus that of lowest worker
- % of schools measuring CQ & EQ along with IQ
- % of organizations measuring CQ & EQ along with IQ
- Combined CQ, EQ, and IQ of country leadership (weighted avg.).
