Developing Competencies for Leadership

I am also confused on how to develop these competencies in my coworkers who have to be the leaders in the projects.
I know that they are really professional in their work, and they are really committed to the organization, but I have also observed that they, well we, could really increase the achievement in the goals if we could really get the coworkers to commit more with quality in their work.
I have been thinking that one of the reasons for this lack of leadership is because communication is not quite effective and because some managers don't like to evaluate their team.
Neither do they consider feedback reunions with managers from other areas or with their own work teams important.
