TQM requires a Quality and Change Attitude in Private and Public Sectors
I think the commitment to quality is the main requirement for both managers and workers.
Besides this, the believe in change principles is also important.
The objectives of the organization should be to drive them to embrace concept of change. The problem here is the type of organization, for example the public sector may have some difficulties to adopt the change principles among workers and managers. Workers may feel that the change does not lead to interesting improvements. And managers might feel threatened by change if forced by top management.

It seems incredible that quality changes in 80% of the problems are among the suggestions and directions, and even more ironic is that 80% of solutions are located in the operational area, this is a lesson for CEOs to put more attention to their managers that need to interact with all areas to achieve their best result. So objectives should not only be in the top of the tower but also down and go to the front to meet the authentic needs and obstacles to take care of them as soon as possible.
Parece increible que en los cambios de calidad el 80% de los problemas esten en las gerencias y direcciones, y mas ironico aun es que el 80% de soluciones se encuentar en el area Operativa, esta es una lección para que los CEO´s pongan mas atención a sus gerencias por que es necesario interactuar con todas su areas para lograr un mejor resultado delso objetivos no solo estar en lo mas alto dela torre si no bajar e ir al frente de batalla para conocer las autenticas necesidades y obstaculos para tenderlos a la brevedad posible.
