The Roles of Audit Committees

Audit committees are typically perceived as a watchdog. However the presence of an audit committee in corporate governance alone doesn't ensure effectiveness and efficiency in corporate performance.
Despite of the presence of audit committees in an organization in many occasions corporations collapsed. So there is a lot of criticism on the actual roles of Audit Committees in ensuring good corporate governance.
What could or should be the actual roles of audit committees in ensuring good corporate performance?
